Green Purchase

The government’s Green Purchase Policy set annual goals of 90% purchase of Energy Saving Label or Green Mark products and materials. NTTU reached the goals with 99.3%, 99.6% and 99.9% in 2017, 2018 and 2019, respectively. The Environment Protection Agency and Ministry of Education had documented praise to NTTU for the achievements in green purchase in 2017 and 2018, while it was 88.9% in 2016. NTTU Green Purchase products include lighting, computer, air conditioners, office paper, etc. The following tables are the results of NTTU green purchase efficacy in 2016-2019 and green purchase composition in 2019.

The following is a short explanation of the Green Purchase Policy of Taiwan’s Environmental Protection Administration (R.O.C.). In order to enforce sustainable consumerism within government institutions and national universities, the Green Purchase Policy was implemented in 2002, and it was further encouraged by nongovernmental institutions in 2007. Purchases of goods bearing the Green Mark are required to meet the standards of this policy. Further points are rewarded when purchases are made with goods bearing the Type 2 Green Mark (which has further regulations regarding sustainability), the Energy Saving Label, the Water Efficiency Label, the Green Building Material Label and the Carbon Footprint Label.

The Green Mark is administered by the Environmental Protection Administrations of R.O.C (Taiwan). It was launched in 1992 in order to encourage companies to manufacture products that have less negative impact on the environment, reduce wastes and promote recycling. In the long term, the promotion of Green Mark’s products aims to promote green consumerism among consumers to select recyclable, low-polluting, resource-saving products.

The Energy Saving Label is a government-backed voluntary endorsement label. The basis for determining the energy efficiency criteria for qualified products under the “Energy Label” program is to evaluate the energy performance of products on the market and select the middle to top (10-50%) performers on the efficiency distribution curve. The efficiency criteria are then periodically reviewed and revised to reflect technology and product advancement. The measures above ensure the credibility of energy labels in denoting high energy efficient products.

The Energy Efficiency Label is a government-backed mandatory endorsement label, in which regulates products on the market, mostly home appliances. Besides monitoring electric appliances and heaters, it also regulates appliances that require gas. The efficiency criteria are also then periodically reviewed and revised to reflect technology and product advancement. Level 1 being the most energy efficient and Level 5 being the least. The regulations of each type of appliance can be found on the website of the Bureau of Energy (R.O.C.).
